What EOTIS/C is and who can access it
EOTIS/C is education for pupils for whom it is not appropriate to attend a registered school or setting.
EOTIS/C is a bespoke package that:
- delivers the provision stated in Section F on their EHCP
- can be provided for up to 25 hours per week during school term time
EOTIS/C is different from Elective Home Education and Alternative Provision.
Who is eligible
A pupil may be considered for EOTIS/C if they have:
- an Education, Health and Care Plan (EHCP)
- the most complex of needs
- needs which cannot be met at an available, registered setting
Both the family and ECC must agree that it is not appropriate for the child or young person to attend a registered setting.
Requesting EOTIS/C
Requests for EOTIS/C can come at the:
- Annual Review of the child or young person’s EHCP
- point of issuing an EHCP following the initial EHC Needs Assessment
Decision Making
The SEND Operations Team lead the decision-making process. They consult with a range of registered settings. This means they get their views on whether they can meet the child or young person's needs as set out in the EHCP.
EOTIS/C will only be agreed if everyone, including the young person and family, agree that it is inappropriate for the child or young person to attend an available registered setting.
If ECC does not agree to the request, families have the Right of Appeal to the SEND Tribunal.
Reviewing EOTIS/C
EOTIS/C is not a permanent arrangement for a child or young person.
The package is reviewed at the Annual Review.
At this point it may become appropriate for the child or young person to attend a school, college or setting.
